Principal
Ryan's dedication to building relationships and engaging with communities has consistently delivered results for his clients for nearly 15 years.
He has coordinated public outreach and community engagement efforts for the cities of Santa Rosa, Rohnert Park, and Windsor, focusing on construction projects and other initiatives. Ryan has also worked extensively with water agencies on their potable reuse projects educating communities on the benefits of these projects to help gain public acceptance. These agencies include Diablo Water District, San Francisco Public Utilities Commission, Soquel Creek Water District, and the Truckee Meadows Water Authority.
He currently serves on the Planning Commission for the City of Cotati. Prior to starting Connective Outreach Ryan worked with Data Instincts on construction outreach and potable reuse projects.

Communication Specialist
Malcolm’s wide experience in communications, public and media relations, and writing includes over 25 years in local government, as well as private-sector public relations account management. He offers a deep, strategic skill set, having handled all aspects of communications planning and implementation for a diverse range of projects ranging from water conservation and reuse, recycled water, and transportation, to local polystyrene container and plastic bag ordinances, construction, and parks/open space. Malcolm holds a BS in Business Administration/Marketing from San Jose State University, and has a certificate in “Crisis Communications and the Media” through the California Standardized Training Institute (CSTI).

Strategic Advisor
Mark has over thirty-five years experience in marketing and public relations. He has been a Creative Director with advertising firms and a Senior Executive with publishing organizations in the San Francisco Bay Area. His skills and experience in public relations are extensive and include work in radio & TV production, copy writing, and publishing. In 1998 Mark founded Data Instincts, a public outreach consultancy specializing in water in water resuse and recycled water project. He has coordinated public outreach for dozens of recycled water projects throughout the western United States and has advised on reuse internationally, both potable and non-potable.
He currently serves on the Board of Trustees for WateReuse California and the leadership committee for the Communication Collaborative Group.
Mark served on the council for the Town of Windsor and was Mayor in 2016. In 2018, Mark was awarded Infrastructure Elected Official Champion of the Year by the American Council of Engineering Companies (ACEC)-CA North Coast Chapter.

Social Media Specialist
Julia, our social media specialist, brings over eight years of experience and is dedicated to staying current with the latest trends and strategies. With a background in social media management, email marketing, and communication, she brings a fresh perspective to Connective Outreach. Julia also spent three years working at a real estate investment company in San Francisco, and was responsible for construction outreach and project coordination. She holds a Bachelor’s Degree from San Francisco State University in Communications and is currently the principal of digital marketing firm, juliarosemarketing.com.

Daryl brings over a decade of experience in web development, with a focus on building performant, accessible websites for clients around the world. A specialist in Craft CMS, he has delivered high-quality development and quality assurance work across a diverse range of industries, including wealth management, public municipalities, and app startups. His approach emphasizes thoughtful execution, strong attention to detail, and seamless collaboration. Originally from the UK and now based in Finland, Daryl brings an international perspective to his work.
